PHOENIX, April 23 (UPI) - A Phoenix man has claimed responsibility for creating the mysterious lights that appeared over the city.The man, who asked not to be identified, said he created the strange lights in the sky by attaching road flares to helium balloons with fishing line, KTVK-TV, Phoenix, reported Wednesday.A Phoenix Police Department helicopter pilot earlier said the strange lights appeared to be flares hanging from balloons.The man said the strange shapes reported by witnesses - straight lines, squares and triangles - were likely caused by turbulence from passing planes.
